If the function of tongues is primarily as judgment upon unbelieving Jews, as some people say, why did Paul wish that the Corinthians all spoke with tongues?

This text is from a transcript of a talk by David Gooding, entitled ‘Conforming our Spirits to the Spirit of God’ (2005).

'I want you all to speak in tongues, but even more to prophesy' (1 Corinthians 14:5). Paul has a preference and the preference is dictated by the Holy Spirit.

It is not, 'I wish you all spoke with tongues and that you prophesied as well.' It is, 'I wish you could all speak with tongues, but even more . . .'. This is a preference, and I suggest we listen to the preference expressed by the Holy Spirit. Why, rather prophesy? Because in prophecy someone speaks to the edification, comfort and consolation of his fellow believers.
